Select Time Zone based on Area Code, Zip Code or State

Currently the system assigns time zones based on area code. But with the proliferation of cell phones, people often have a phone number that is several time zones away from where they actually reside. Allowing the admin to determine time zone from zip code or state would eliminate the limitations the Area Code imposes.
