Ability to add panels in between other panels

Adding panels under Manage Layout tab always puts the panels at the end of the last panel on the layout.
If you need to add a new panel in between or before another panel in the layout, it makes it time consuming because you have to delete the other panels before it at the present time.

Add "And" criteria to panel control
With this said, we should be able to have a panel ONLY show if "TWO DIFFERENT FIELDS" are a specific value. This would make it easier to have panels only turn on with an "and" . This would make for much more effective layout control
For example : Show panel 1 when lead status = enrolled AND product type = "x"
Currently it only operates with an OR criteria, since if you have a panel controlled by two separate drop downs, the panel would display with either value.

After my template was created, it was requested by the agents to show a field right below a certain field based on the value. I had to recreate the entire layout because the new panel happened to be needed at the top of the layout.
I wish you could "default off" certain fields instead of the entire panels.
I have fields that should show a hidden panel if 10 out of the 20 values are selected. I can only select one value at one time in order to show the hidden panel so it would be great if we were able to select multiple values as the criteria to show a panel.
