Restrict permission to edit or delete email templates from users

Currently users can edit and/or delete any email template that they have access to. It would be very helpful to allow users to use and to view email templates but not to be able to edit or delete them.

If emails were assigned to initiatives, then the admin would control all emails and no one else could change them.
